Can foreign residents buy motor insurance in Korea?

Korea’s motor-insurance system allows foreign residents to obtain cover. Compulsory motor insurance applies to vehicle owners, and being foreign does not remove the obligation. Before registering and driving a vehicle, check that the required compulsory coverage is in force.

An application may require vehicle-registration details, information about the policyholder and insured person, a driving licence, the actual permitted-driver scope, the vehicle’s use and insurance history. If online identity verification is difficult for a foreign resident, ask whether an in-person or telephone channel is available.

Motor insurance must be divided into the statutory compulsory part and additional optional coverage. In addition to compulsory liability for injury to other people and damage to their property, cover for damage to your own vehicle, your own injuries or an accident involving an uninsured vehicle can depend on optional cover and the product selected. The statement “I have motor insurance” does not show which protections are included; check the policy document.

If you have motor-insurance history abroad, it may be considered when your Korean premium is calculated. Ask the insurer which types and periods of experience it recognises, which documents prove it and how any translation must be prepared.

What foreign residents should pay particular attention to

  • Separately check whether you may legally drive with a foreign licence, international driving permit or Korean licence.
  • Confirm that every person who will actually drive is within the policy’s permitted-driver and age conditions.
  • If family members or friends will share the vehicle, review any restricted-driver endorsement.
  • Preparing proof of overseas history before applying may help with premium assessment.
  • Even when leaving Korea for a long period and not using the vehicle, do not stop compulsory insurance without completing the required legal procedure.

  • “It is difficult for foreign residents to obtain motor insurance in Korea.”
  • “A foreign driving licence is enough both to get insurance and to drive.”
  • “Compulsory insurance also covers all damage to my own vehicle.”
